It is the same as in August 2019. The list will be updated in 12 days. So if you want to get your chance on new champions, wait for 12 days before you open crystal.

So when you say new champs enter the base 6* pool every 12 weeks, is it when the current featured 6* crystal expires and the new one is released? Then all the champs from the former featured 6* crystal then enters the base pool?
